District Level Advisory & Monitoring Committee (DLAMC) Meeting for DISHA held in Pakyong District.

The second coordination meeting of District Level Advisory & Monitoring Committee (DLAMC) for District Co-ordination & Monitoring Committee (DISHA) chaired by Dr Indra Hang Subba, Member of Parliament, Lok Sabha, and co-chaired by the Mr. DT Lepcha, Member of Parliament, Rajya Sabha, took place at RURBAN Community Complex, RDD Pakyong today.

The attendees at the meeting included Mr Raju Basnet, Minister of Education Department, Sports and Youth Affairs Department, Law Department, and Parliamentary Affairs Department cum MLA Namcheybong; Mr. Puran Gurung, Minister for Agriculture Department, Horticulture Department, AH&VS Department, and Fisheries Development Department cum MLA Chujachen; Ms Laden Lamu Bhutia, Zilla Adakshya; Ms Prabha Pradhan, Zilla Upadhakshya; Mr Agawane Rohan Ramesh, DC Pakyong; Mr Sangay Gyasto Bhutia, ADC Pakyong; Mr Robin Pd Sewa, ADC (Dev), Zilla and Panchayats President; Heads of Offices, officials from various departments, and NHIDCL.

Dr Indra Hang Subba, in his address, emphasised the importance of focussing on public-centric issues during DISHA meetings. He stressed the need for discussions that would directly benefit the public and contribute to their overall development.

A key highlight of his speech was the critical issue of waste management, with a specific emphasis on maintaining Sikkim’s pristine clean and green environment. He advised holding a coordination meeting in September to strategise on waste management.

Commending the ADC (Dev) office for its ‘Friday Field Day’ initiative aimed at reviving barren land for cultivation, Dr Subba encouraged its expansion to the block level. This initiative was recognised as a significant step in improving farming practices across the district.

Dr Subba also underscored the importance of effective inter-departmental coordination, urging all departments to collaborate seamlessly for the smooth functioning of operations within the district.

Mr DT Lepcha, MP Rajya Sabha, addressed the gathering, providing valuable suggestions on the implementation of various schemes and projects. He specifically stressed the urgent need for the construction of fair-weather roads across different areas of the district.

Directing NHIDCL, he emphasised the prompt resolution of public concerns regarding road widening and ensuring timely resolutions for any damages to nearby houses.

Mr DT Lepcha brought forward proposals for the beautification of Pakyong District and highlighted the essential role of coordination and increased efforts from officials for district development.

His advocacy for regular cleanliness drives involving all district officials and staff on the last Sunday of every month was well-received and encouraged a sense of community involvement in maintaining the district’s cleanliness.

Prior to the program, DC Pakyong briefed the attendees on DISHA, its significance, and purpose. Highlighting the role of DISHA in monitoring and enhancing development activities at the district level, the DC emphasised the importance of promoting synergy and convergence among various departments for greater impact.

Updates on ongoing projects were presented by six departments:

– Mr Robin Pd Sewa, ADC (Dev) Pakyong, highlighted activities under the Rural Development Department, including PMAY-G, SBM-G, MGNREGA, SASY, and Jan Bharosa Sammelan.

– Mr Naween Kumar Gurung, SE Road & Bridges Department, discussed the progress, challenges, and impacts of ongoing projects in Pakyong District.

– Mr Ruplal Subba, SE Power Department, provided updates on the power distribution network and central-funded schemes.

– Mr Arjun Gajmer, DE Water Resources, reported on ongoing work under PMKSY. – Mr. Kailash Sharma, DE Zilla, highlighted activities under JJM and challenges faced during implementation.

– Mr Deepak Gurung, AE RDD, shared insights on PMGSY progress and its benefits to rural villages, including details on PMGSY-IV.

– Mr Suren Tamang, MEO Rangpo, presented a report on the Materials Recovery Facility (MRF) and Resource Recovery Centre (RRC).

The meeting also facilitated open discussions where the Minister of Education, Sports and Youth Affairs, Law, and Parliamentary Affairs Department, cum MLA Namcheybong, and the Minister for Agriculture, Horticulture, AH&VS, and Fisheries Development Department, cum MLA Chujachen, shared valuable insights, queries, and suggestions on the effective implementation of various schemes, highlighting collaborative efforts for the holistic development of Pakyong District.
